Time for change. The laws governing trespass and property invasion to commercial properties in England is failing property owners, developers and construction companies.

So, here are some responses when Property Security Group Limited 24hr Control Room called Police over the last year or two asking for assistance with trespassers, burglars and vandals on construction sites and vacant commercial properties:

  • Sorry, it’s a vacant building and we won’t attend as we cannot risk assess going in there after intruders
  • Sorry, we cannot identify which individual actually cut the locks or smashed the windows so it’s not worth us attending
  • Sorry, as the kids are up ten floors of scaffolding, it is not safe for us to pursue them so we will not be attending. Try talking them down.
  • Sorry, we do not have enough resources this evening to deal with the illegal rave on your premises
  • Sorry, the kids we detained are under age so we had to let them go. Besides, we know these youths well and if we take them home it will be a waste of time as the parents don’t care
  • Sorry, they have put up a “Squatters’ Rights Notice” so it’s a civil matter even though you have camera recordings of criminal damage from forced entry
  • Sorry, the gypsies have changed the locks so it’s a civil matter even though you have camera recordings of them trying to force entry into the site offices
  • Sorry, we will not be able to prove that the bag with all the ID that you found when you chased an intruder actually belonged to him. He will probably claim that he lost it previously or had it stolen.
  • Sorry, it’s your word against the travellers that they are demanding £15,000 to leave the premises or they will call all their friends to site to fly-tip all their rubbish over the two weeks it will take you to get a Court Order and Bailiffs here

To be fair, on a couple of occasions we have had full support. But typically, not.

It should be a criminal offence to remain on another person’s property once asked to leave. End of.

Currently, the law lets property owners down really badly and it is time for changing the law.

Construction site security and the threat of inside jobs

Recently, we had security camera activations from two of our internal PIR-activated Webeye visual verification detectors late on a Saturday night. Two males, one wearing hi viz, were entering the substantial property which is undergoing full redevelopment and refurbishment. With the Webeye system, we had live video evidence of their progress through the building. Entry was being made via an external road frontage where there were PIR cameras because of practical and GDPR issues, through a locked door which was previously blocked off. We activated the two 110db sirens and strobes which stopped them in our tracks.
